To reduce rapidly the concentration of gas leaking in the package within a safe range.
In a step S1, a gas detection sensor measures the concentration of a fuel gas in the package. In the step S2, the gas concentration judgement device judges whether or not the gas concentration measured by the gas detection sensor is a first set valuer or less. When the gas concentration is in the first set value or less, the operation of the device is started in the step S3. When the concentration of the fuel gas exceeds the first set value, the operation of the device is stopped (step S4), and in the step S5, the abnormality state is informed. In the step S7, the gas detection sensor measures the gas concentration in the package 33, and in the step S8, if the gas concentration measured has become a second set value being a second set concentration, or less, then, it moves to the step S9, and the operation of a ventilation fan is stopped.
