Provided are a receiver waiting for the start signal of an emergency alert message with low power consumption and receiving the emergency alert message and a transmitter for transmitting the emergency alert message. The receiver includes a TMCC extracting unit (26) for extracting a TMCC carrier for conveying a TMCC signal, an AC extracting unit (12) for extracting an AC carrier for conveying an AC signal, a diversity combining unit (27) for performing analog addition of the TMCC carrier to the AC carrier, a frame synchronization detecting unit (14) for synchronizing a frame with a synchronization signal on the basis of the criterion of the differential demodulation of the output signal from the diversity combining unit (27), a start flag monitoring unit (21) for monitoring the value of the start flag according to the timing at which the frame is obtained by the frame synchronization detecting unit (14) and detecting the presence or absence of an emergency alert message, and an AC information analyzing unit (3) for decoding telegram information if the start flag monitoring unit (21) detects the flag value indicating that there is the emergency alert message.
