To provide an entrance and exit controller which not only controls entrance and exit, but temporarily disables the use of camera functions of a cellular phone, which a person entering a department carries, when entering specific departments.

The entrance and exit controller is constituted by providing a radio communication means for exchanging information with a portable terminal, a drive control means for transmitting signal to a driving part which opens and close an entrance and exit port and an integral control means for receiving a detection signal from a sensor part which detects opening and closing states of the entrance and exit port and for controlling the radio communication means and the drive control means, and so that the integral control means controls the drive control means to open the entrance and exit port, after confirming reception of a response indicating that the camera function of the portable terminal has stopped from the portable terminal which the person outside the entrance and exit port carries through the radio communication means.
