Two electrode plates 20, 70 are mounted respectively on a corresponding surface of a pedestal 60 and a corresponding surface of a cap body 10, and a water intake port is provided in the center of the electrode plate arranged on the pedestal, thereby water is introduced directly from the water intake port and diffused radially and horizontally toward the outside. In the electrolysis, an acidic water layer and an alkaline water layer are respectively formed on the parallel side of the electrode plate of the anode and the cathode, and flow passages for the acidic water and the alkaline water are respectively provided on the corresponding positions of the electrode plate of the anode and the cathode. A conductive connection pipe 30 and a conductive pipe 40 fixed to each other are installed on the electrode plate arranged in the cap body 10 and the pedestal center to carry out the conduction of the electrode plate and water discharge.
