To provide a light-emitting system and a light controlling device in which a rise time of an LED is shortened and desired brightness can be adjusted based on a duty ratio even if a pulse width of an ON period is set to be very short, and an image can be favorably shot at a high speed.

The light-emitting system is provided with an LED to emit light to a lighting object and a driving part 322 which supplies a current to the LED by providing an ON period and an OFF period and adjusts light of the LED. The driving part 322 supplies a driving current during the ON period based on a driving current instruction value and supplies positively a standby current in a predetermined period before rising of the ON period within the above OFF period based on a standby current instruction value.
