To provide a security communication device capable of excellently performing switching of dual configurations of a security function through easy processing.
An in-operation device 21 imparts a sequence number showing transmission order to a packet encrypted by the security function and transmits them to an opposite device 12 and then reports a sequence number to be imparted to a standby system 22 at prescribed time intervals. The standby device 21 when taking over the security function of the in-operation device 21 obtains a value by adding a prescribed value to the sequence number reported from the in-operation device 21 as an initial value of sequence numbers and starts imparting the sequence numbers to packets to be sent to the opposite device 12.
