A drawing data control part 335 registers a drawing data and the attribute data transmitted from a personal computer into a drawing data database 336 and an attribute data database 337. A planned drawing time calculating part 332 calculates an estimated drawing time coefficient used in calculation of the planned drawing time, based on the attribute data stored in the attribute data database 337 to be stored in a coefficient storage part 334, and calculates the planned drawing time, based on information transmitted from the personal computer and information stored in the attribute data database 337, when required to calculate the planned drawing time. A degree-of-difficulty calculating part 333 calculates a degree of difficulty, based on the attribute data stored in the attribute data database 337, and registers it additionally to the attribute data database 337. The present invention is applicable for a control server or the personal computer.
