To enhance the accuracy of dividing stroke data having different writing characteristics, such as data on handwritten characters or figures.

A device for dividing handwritten information includes a data receiving means 201 for receiving a plurality of handwritten stroke data; a stroke group creation means 202 for creating for the stroke data the occupied areas of a regular polygon with an arbitrary number of apexes without depending on writing angle, and calculating the overlapping areas of the occupied areas so as to achieve coupling to the plurality of stroke gropes; a stroke size estimation means 203 for estimating a representative stroke size for the group of strokes created by the stroke group creation means 202; and a stroke group dividing means 204 for re-creating the group of strokes by using the stroke size estimated by the stroke size estimation means.
