Abstract:
To prevent a drop in a communication rate and throughput in a handover destination in handover.
When a mobile terminal unit (MN) 11 hands over from a communication system 21 to a communication system 22, the MN 11 estimates the number of packets to the MN 11 residing in a network as a resident packet amount corresponding to the moving average value of the throughput and the amount of reciprocating delay, and notifies an access router (AR) 32 of a resident packet amount. In the AR 32, a packet discard rate is obtained based on the resident packet amount and the residual amount of a buffer, and the packet to the MN 11 is discarded according to the packet discard rate.
