A mobile phone 1 detects its position by a position detecting means (S101), decides whether the detected position is within the position range that previously recorded position range information represents (S102), and reads the current time that a timer means indicates (S103) when it is decided that the detected position is within the position range (S102: YES) to calculate the lapse of time for which the position of the mobile phone is continuously detected within the position range that the position range information represents after the mobile phone enters the position range that the position range information represents (S105). Further, the mobile phone decides whether the calculated lapse of time exceeds a previously recorded time lapse set value (S106) and outputs a speech based upon previously recorded speech data (S107) when deciding that the time lapse set value is exceeded (S106: YES).
