A double flapper damper 19, and an indirect cooling device 22 are connected in sequence to a char output opening 11b of a separation chamber 11 of a waste thermal decomposition gasification device 1. A spray nozzle 32 of cooling water 31 is provided in an upper part position of a reception hopper 24 of the indirect cooling device 22, and a cooling water supply pipe 33 with a flow control valve 34 is connected. A temperature controller 35 is provided for detecting a temperature of the char 13 in the reception hopper 24, and controlling the flow control valve 34 on the basis of the detected temperature. When the char 13 extracted by operation of the double flapper damper 10 is dropped into the reception hopper 24 of the indirect cooling device 22 by the waste thermal decomposition gasification device 1, the cooling water 31 is sprayed from the spray nozzle 32 to carry out direct cooling to about 110°C, and then, indirect cooling to 70-80°C is carried out by the indirect cooling device 22.
