To prevent leakage of personal information, and to reduce burdens of respective enterprises, in a radio IC tag using system for giving support when a plurality of enterprises perform a campaign for commodity sales promotion by using a radio IC tag.

A common ID management gateway 11 is arranged in a plurality of enterprise servers 21. The ID management gateway 11 receives identification information of a reader-writer 3 and identification information of the radio IC tag 6 from a user terminal 1 via a network 7, and extracts an enterprise name by referring to a database 13 for associatively storing the identification information of the radio IC tag 6 and the enterprise name, and provides information of the effect that a user makes access to commodity information by using the radio IC tag 6, for the enterprise servers 21 together with the identification information of the reader-writer 3. The enterprise servers 21 extract a user name from the identification information of the reader-writer 3, and provide a benefit to the user in response to a frequency of transmitting the identification information of the radio IC tag 6 by the user.
