To enable the implementation of an anonymous roaming service without real-time online authentication to a contracted ISP and to manage usage history and usage billing.
A roaming destination's server device 20 verifies a group signature transmitted from a user's device 30 via a relay device 40. If the signature is authorized as a result of verification, an anonymous roaming service is provided to the user's device 30 via a relay device 40. The relay device 40 transmits anonymous usage history information based on the utilization volume of the anonymous roaming service to a home internet service provider server device 10 via the roaming destination's server device 20. The home internet service provider server device 10 identifies user's private information from the group signature within the anonymous usage history information and generates billing information.
