To provide a flexible service by coupling coverages of a plurality of communication satellites, with no significant increase of a cost when compared with a conventional configuration of a communication satellite.

An inter-stationary satellites antenna 113 is provided to relay communication between the earth station in coverages 201 and 202 and that in coverages 203 and 204, by communicating between stationary satellites 100a and 100b. Since the stationary satellites 100a and 100b are operated on a stationary orbit 300, the relative positional relationship does not change between the earth 200 and the stationary satellites 100a and 100b. So, no grand driving device and tracking device are required for adjusting directivity of the interstationary-satellite antenna 113.
