Coal is unloaded by an unloader 2 from a plurality of holds 6 of a coal carrier 1, the coal is humidified as necessary by a water sprinkling device 4 on a belt conveyor 3, and immediately charged and stored in a coal storage silo 5. Either or each countermeasures of reduction of the unloading rate and increase of the humidification is performed for the coal in holds 6A, 6C and 6E in which the maximum methane concentration during the navigation (transport) exceeds the predetermined value (for example, 30% LEL).
