To provide an interlock device with configuration for certainly assuring security of an operator who accesses the inside of the device.

A plurality of steps of detection means for detecting that the operator accesses the inside of the device are provided according to a degree of risk, and a delay circuit incorporated by finding delay time within an allowable range where the security of the operator is assured for each risky part of the device is provided in an interlock mechanism connected to each driving part. Furthermore, in a medium management device having conveyance drive of a medium, the delay circuit is constituted by finding delay time without spoiling a management function of medium cash after assuring the security of the operator, and the medium conveyance device is incorporated in the interlock mechanism so that medium management performance is improved and a trouble is not caused in the device by executing medium conveyance drive interruption processing within the delay time.
