The reference electrode 38 is arranged at a first region 36a of an electrolyte membrane/electrode structure 14, while contacting with a solid polyelectrolyte membrane 26. At first, when the anode electric potential obtained from the reference electrode 38 and the anode side electrode 30 is determined to be exceeding a prescribed value, this anode electric potential is compared with another anode electric potential detected at another fuel cell 12. Next, when the anode electric potential and the other anode electric potential are determined to have a potential difference of a prescribed value or more, a supply condition of the anode gas is controlled.
