To provide a battery cooling device or the like which hardly has a gas generated from a battery and, even if gas blows off, can promptly open a passage for releasing gas.
The battery cooling device comprises a case for containing battery assemblies 28A, 28B, a fan for sending air into the case, and a flap mechanism arranged at the upper part of the case. When the fan is operated, the flap 32 moves upward (second position) by the pressure of the air, and communication between a center passage 77 and a gas release passage 72 is shut off. When the fan is being operated, and further, gas is generated in any of the batteries 20, the flap 32 moves to a third position that does not allow return to the second position, while receiving a biasing force of a reverse spring, thereby, communication between the center passage 77 and the gas release passage 72 is opened.
