A first kiln 10A comprises: a kiln shell 102 supplied with waste 101 which is a treated material; an outer cylinder 103 provided around the kiln shell 102 to cover it with a predetermined space; a combustion gas supply line 105 provided at the peripheral wall of the outer cylinder 103 to supply the space with combustion exhaust gas 104 for indirectly heating the treated material supplied into the kiln shell 102; and a combustion gas exhaust line 106 exhausting the combustion exhaust gas 104 after indirectly heated, to the outside of the outer cylinder 103. A flow regulating gate 11A for regulating the flow of the combustion exhaust gas 104 is disposed at an opening 105a of the combustion gas supply line 105 of the combustion exhaust gas 104.
