An electric motor operated valve has a cylindrical form noumenon (10) disposed with a valve housing (20). In the valve housing (20) a pair of pipes (50, 52) are inserted in an orthogonal direction and fixed through the joint means such as soldering. A perforated sheet member (a punching plate) (100) composes a restrictor means (S1) has a cylinder part (120), and a bottom (130) provided with a multiplicity of small holes (150) exercising a restrictor function and a bubble fragmenting function. A flange part (110) is formed on an upper end of the cylinder part (120), the flange part (110) is held between a tip of a pipe (50) and a body (10), and the restrictor means (S1) is attached by fixing the pipe (50). A restrictor means (S2) is also provided on an attachment part of a pipe (52). In the restrictor means (S2), an extension part (41) intruding into an inner diameter side of the pipe (52) is formed integrally with the body (10), and a hole (42) for carrying out restrictor action is provided in the extension part. The restrictor means (S1, S2) are attached to attachment parts of the pipes (50, 52), and its composition is simple, but the refrigerant passing sound caused by bubbles in the refrigerant is effectively reduced even when the refrigerant is flowing in either normal or reverse direction.
