To secure impartiality of End-to-End throughput of a wireless network by avoiding a congestion state by suppressing use of a wireless band more than needed.
Transmission queues 200 are divided by destinations (QID) and then divided by kinds (QType) of source queues and transfer queues respectively, and further divided by priority levels (QPrior). An enqueuing control unit 110 holds a packet from a high-order layer in a queue of a corresponding division based upon its destination, kind, and priority level. A dequeuing control unit 130 takes transmission data out of a queue of one division of transmission queues 200 and sends them to a corresponding destination station. Dequeuing operation ends based upon a threshold based upon a hop count of a wireless multihop network. The ratio of transmission amounts of queues of respective divisions is set based upon hop counts.
