A water heater 1 has a neutralization device 7 communicated with a combustion gas passage 4. The neutralization device 7 has an inflow tank 31 and outflow tank 32 communicated with each other via a communication part 35 provided in the lower side. The water heater 1 performs water refilling operation when a water level of drain etc. does not reach a water filling normal water level Lc. At this time, when it is not detected that the water level reaches the water filling normal water level Lc until X minutes pass after start of the water refilling operation, it is determined that a water level electrode 47a, a valve 42 and the like may have an abnormality or fuel leakage may occur, so as to stop the water refilling operation and prohibit combustion operation.
