To provide a construction method capable of preventing harmful elements contained in contaminated soil from leaking out into the environment.

The construction method capable of preventing harmful elements from leaking out of contaminated soil includes laying a bed 2 for catching harmful elements over a ground surface 1a, which bed 2 contains an agent constituted of mixed powder comprising iron powder, aluminum oxide powder and/or aluminum hydroxide powder, and calcium oxide powder as essential components for preventing harmful elements from leaking out, constructing an embankment 3 of contaminated soil comprising harmful elements over the bed 2 for catching harmful elements, and constructing a cover soil layer 4 of harmless soil over the surface of the embankment 3.
