To provide a relay technology of distributing a communication load in consideration of a band.
This relay device used for relaying communication between a terminal device and a plurality of server devices each providing a network connection service to the terminal device includes: a reception part receiving connection request information transmitted from the terminal device; a measurement part measuring traffic to the terminal device for each server device; and a control part specifying the server device whose traffic measured in a predetermined period is smallest as a device to receive the connection request information, to transmit the connection request information to the specified server device. When receiving a new connection request, the relay device relays the connection request to the devices to distribute the load based on a band used by a connected port.
