A transmission processing means 8 transmits and writes data to any of the devices D1, D2, ..., Dn of an NC working machine 4 (external equipment), which is directly or indirectly designated by an operation program, upon receipt of instructions from the operation program. In this case, the transmission processing means 8 refers to interface basic commands 12 for data exchange with the NC working machine 4, common attribute data 14 and device information data 16, and executes communication with the designated devices D1, D2, ..., Dn. Similarly, a reception processing means 6 refers to the interface basic commands 12, the common attribute data 14 and the device information data 16, and reads out the data from the designated devices D1, D2, ..., Dn. The data thus read out are given to the operation program.
