To provide a ruthenium catalyst which has high reaction efficiency and highly selective oxidizability and can be recovered more easily in comparison with the case of recovering the conventional ruthenium catalyst and reused easily.
A ruthenium-deposited composition is manufactured by depositing ruthenium on a carrier which involves a magnetic particle and has a phosphate group. A method for manufacturing the ruthenium-deposited composition comprises a step of bringing a ruthenium compound into contact with the carrier which involves the magnetic particle and has the phosphate group. The ruthenium catalyst contains the ruthenium-deposited composition. A method for producing ketone or aldehyde comprises a step of bringing oxygen into contact with alcohol in the presence of the ruthenium catalyst.
