To provide a fuel cell system controlled so that more charge than required is not performed from a fuel cell to a battery when a load is low, in a power system to supply power to the load by jointly using the fuel cell and the battery.
A power average value computing part 24 detects the system power consumption of a system load to determine system average power consumption. Meanwhile, a SOC computing part 21 computes the SOC (remaining capacity) of the high voltage battery, and a minimum generated output computing part 22 retrieves MAP based on the value of the SOC to compute the minimum generated output of the fuel cell. A minimum output limiting part 25 performs maximum limit processing to treat the maximum value of the minimum generated output as the system average power consumption, and determines the minimum value of the generated output of the fuel cell. Thereby, the output power of the fuel cell is reduced. As a result, the fuel cell is controlled so that more charge than required is not performed from the fuel cell to the high voltage battery.
