To more appropriately improve image resolution of an image signal after up-converting an image signal photographed by a camera having a small number of pixels such as an SD camera to a large number pixel signal such as an HD image signal.
The apparatus is composed of: an original component signal creation unit for creating an original component signal obtained by removing or reducing folded components in the image signal which is converted in a number of pixels by a specified magnification scale; and a high resolution image signal creation unit for creating a high-frequency component signal based on the folded components included in the image signal, and creating a high resolution image signal by using the original component signal created by the original component signal creation unit and the high-frequency component signal.
