To provide a technique to image a subject while avoiding influence by disturbance as much as possible.
A disturbance decision unit 120 compares a value of pixel data of a comparison target range in a processed image with a value of pixel data of a comparison target range in an input image input from a camera 210, and determines whether the pixel data is most likely to be pixel data obtained as a result of imaging disturbance, not as a result of imaging the subject. An image processing unit 130 performs processing to create a new processed image by weighting and adding the value of pixel data of the comparison target range in the input image and the value of pixel data of the comparison target range in the processed image based on the result of determination of disturbance determining processing.
