To provide a dissolution apparatus which vanishes microbubbles included in a dissolution liquid and completely dissolves a substance such as a microgel of a semi-dissolved state.

The dissolution apparatus comprises: a first dissolution pump 1A which sucks a solute and a solvent into an introduction chamber 15 as primary raw materials from a suction part 11, make the solute and solvent pass through a throttled flow path S, and agitates the solute and solvent by a rotary blade 13A, and which has a circulation flow path 26 for circulating a part of the dissolution liquid discharged from a discharge part 12 to the suction part 11 and a discharge flow path 25 and which performs primary dissolution; and a second dissolution pump 1B which sucks the dissolution liquid discharged from the discharge flow path 25 of the first dissolution pump 1A into the introduction chamber 15 as a secondary raw material from the suction part 11, makes the dissolution liquid to pass through the throttled flow path S, and agitates the dissolution liquid by the rotary blade 13A, and which has the circulation flow path 26 for circulating a part of the dissolution liquid discharged from the discharge part 12 to the suction part 11 and the discharge flow path 25 and which performs secondary dissolution.
