The system includes: a base content selection unit 108 selecting at least one item of base content from among a plurality of items of content on the basis of a situation of a user; a presentation permitted content selection unit 110 selecting at least one item of presentation permitted content belonging to a given theme from among the plurality of items of content on the basis of the situation of the user; a presentation control unit 114 controlling to select and present at least one item of content among base content and presentation permitted content as content to be presented for the user by means of a content presentation unit 140; and a theme registration processing unit 112 registering a theme showing that the user permits the presentation permitted content belonging to the given theme.
