To provide a decision device and a program for constructing an is-a hierarchy based on an ideal class concept.
This decision device includes: a phrase acquisition part (50) for acquiring a first phrase and a second phrase; an appearance frequency histogram generation part (56) for generating a first appearance frequency histogram showing the distribution of the frequency of the appearance of the second phrase in a text and a second appearance frequency histogram showing the distribution of the frequency of the appearance of both the first phase and the second phase in the text; and a decision part (58) for deciding the matching of the first appearance frequency histogram with the second appearance frequency histogram.
