An operation planning system 30 obtains an expected amount of inflow for each month, accepts the input of a starting water level, obtains an optimal water level corresponding to a water level at the starting point of a unit period for each month from a water-level inflow amount based target water level chart 351 in an optimal water level database 334, and registers the optimal water level in a planned water level database 334. For each month from the final month to the first month, the planned water level is subtracted so that an ineffective amount S of water discharge calculated by applying the water level at the beginning of the month, the expected amount of inflow for the month, and the water level of the next month to a model is less than a predetermined threshold value.
