To provide a communication technique excelling in flexibility and expandability in constructing a communication system in which communication terminals communicate through a WAN.
A relay server 12 and a relay server 23 share relay group information and relay server information. The network address of an LAN 1 in which routing control is performed through the relay server 12 and the network address of a LAN 2 in which routing control is performed through the relay server 23 are registered in the relay group information. The relay servers 12, 23 establish a routing session through a WAN 3. When a communication terminal connected to the LAN 1 sends a communication packet which designates the IP address of a communication terminal connected to the LAN 2, the communication packet is encapsulated and routed using the routing session between the relay servers 12, 23.
