The operation arrangement system 2 changes the operation plan for a plurality of trains by the instruction of an operator. The operation plan of the plurality of trains with the Y-axis denoting the distance and the X-axis denoting the time is listed by a display unit 23, and when the trains changing the operation plan in the list is selected by an input unit 24, a traffic operation input screen in which the operation plan of the selected train and the operation plans of the trains operated before and behind the selected train are arranged is displayed by the display unit 23. The instruction for changing the operation plan of the train by the input unit 24 is received on the displayed traffic operation input screen.
