To shorten a time from the start of operation by a user to activate a camera of a portable terminal to the completion of the activation of a camera function.

A portable terminal to which a camera function is mounted includes a camera function control section 22, an operation history preservation section 21, a terminal control section 9 and a camera activation prediction section 18. The camera function control section 22 activates the camera function. The operation history preservation section 21 preserves operation history information specifying an operation history until a user activates a camera. The terminal control section 9 detects user operation, generates operation history information and preserves it in the operation history preservation section 21. The camera activation prediction section 18 acquires operation information indicating the user operation detected by the terminal control section 9, compares the operation information with the operation history information, and notifies the camera function control section 22 about a partial activation request of the camera function in accordance with a comparison result. Furthermore, when the terminal control section detects user operation requesting camera activation, the portable terminal requests the activation of the camera function from the camera function control section.
