PROBLEM TO BE SOLVED: To reduce communication traffic of monitoring information.SOLUTION: If a monitoring device A wants to obtain state change notification of a monitoring device B and a monitoring device C, the monitoring device A transmits calling requests S11, S13 of state change notification registration API to the monitoring device B and monitoring device C, and receives multi-carrier addresses and port numbers from the monitoring device B and monitoring device C. When the monitoring device B and monitoring device C transmit state change notification, they use the transmitted multi-carrier addresses and the port numbers. Thus, the monitoring device A performs reception processing of the state change notification separately from the monitoring device B and monitoring device C (step ST3, step ST6).
