Abstract:
PROBLEM TO BE SOLVED: To make it possible to reduce image quality deterioration of a texture part of a video signal while reducing a video noise included in a flat part of the video signal, and obtain an appropriate noise reduction effect for a video signal from which no encoding information is obtained.SOLUTION: A neighbor pixel level sorter 12 sorts a pixel of interest and neighbor pixels around the pixel of interest in the order of pixel value, and calculates an upper representative value and lower representative value from a pixel value distribution obtained by sorting the pixels. A flatness calculator 16 calculates the flatness of a neighbor region around the pixel of interest by dividing a reference threshold value by the difference between the upper and lower representative values, and further calculates a slice level Sa whose value changes in proportional to the flatness in a preset range. A slicer 15 regards and eliminates, as a video noise component, a signal component having a minute amplitude equal to or less than a slice level |Sa| for a high range signal output from an adder 14, and outputs signal components having the other amplitudes.
