PROBLEM TO BE SOLVED: To achieve effective use of bills while suppressing the increase of cost.SOLUTION: A bill dispensing operation is performed. In the bill dispensing operation, bills are fed out from circulating parts 35 to 37 per denomination and are identified in an identification part 28, and bills identified as normal bills are fed out to a transaction port 21 while bills not identified as normal bills are stored in a temporary storage part 39. In the case that there are bills stored in the temporary storage part 39 after the bill dispensing operation, an operation of taking out/storing bills in the temporary storage part and an operation of taking/storing bills at the transaction port 21 are alternately and repeatedly performed in condition that bills have been extracted from the transaction port 21. In the operation of taking out/storing bills in the temporary storage part, bills stored in the temporary storage part 39 are fed out and are identified by the identification part 28, and bills identified as normal bills are stored in the circulating parts 35 to 37 per denomination while bills not identified as normal bills, which cannot be stored, are stored at the transaction port 21. In the operation of taking/storing bills at the transaction port, bills stored in the transaction port 21 are fed out and are identified by the identification part 28, and bills identified as normal bills are stored in the circulating parts 35 to 37 per denomination while bills not identified as normal bills, which cannot be stored, are stored in the temporary storage part 39.
