Further, since the liquid Vf, A in the condenser in the condenser boiler drum 47 flows into the regenerator boiler drum 37 when a liquid level of the liquid Vf, A in the condenser in the condenser boiler drum 47 has exceeded a predetermined liquid level as concentration of a solution Sa has increased, the solution Sa having highest concentration in the regenerator boiler drum 37 is quickly diluted with a simple structure, so that crystals due to concentration of the solution Sa can be avoided.
