PROBLEM TO BE SOLVED: To provide a device for recovering a volatile organic compound which can provide a further energy-saving effect, and a system for treating the volatile organic compound.SOLUTION: A device for recovering a volatile organic compound includes: a plurality of adsorption towers 11-17 each having an adsorbent incorporated therein; a steam supply line 3 for supplying steam to the side of the adsorption towers 11-17; depressurization lines 31-37 for guiding pressurization gas from the adsorption towers 11-17 to the steam supply line 3; and pressurization lines 51-57 for feeding the steam to the adsorption towers 11-17 from the steam supply line 3; wherein, in the adsorption towers 11-17, respective processes such as adsorption, heating/pressurization, desorption and depressurization are sequentially executed in one cycle, a heating/pressurization process and a depressurization process in the two adsorption towers 11, 13 are always synchronously executed in one cycle, an ejector 8 installed on the steam supply line 3 sucks in-tower residual pressurization gas from the adsorption tower 11 in process of depressurization to be mixed with the steam supplied by the steam supply line 3 and introduced in the adsorption tower 13 in process of heating/pressurization.
