PROBLEM TO BE SOLVED: To provide a repeating device capable of selecting a communication line of good communication quality, among a plurality of communication lines.SOLUTION: A repeating device 10 includes a communication unit 11 connecting with a communication device 20 via a first communication path using an L2 tunneling protocol (L2TP), connecting with a communication device 21 via a second communication path using an L2TP, and communicating with an opposite device 30 by using the first communication path or second communication path, a management unit 12 for managing the response time after a control message is transmitted to the communication device 20 before receiving a response message to the control message, and the response time after a control message is transmitted to the communication device 21 before receiving a response message to the control message, and a selection unit 13 for selecting a communication path of shortest response time as the communication path for use in communication with the opposite device 30.SELECTED DRAWING: Figure 1
