PROBLEM TO BE SOLVED: To provide a newly configured impervious plate, for example, which more easily inhibits intrusion of water into an outdoor side, and a waterproof device of an opening.SOLUTION: For example, an impervious plate covers an opening, which adjoins a floor surface and which is opened sideward, from an outdoor side. The impervious plate includes: a plate-like panel part; a frame part surrounding a peripheral edge of the panel part; and an elastically-deformable inside seal member which is covered with the frame part and which seals a space between the panel part and the frame part.SELECTED DRAWING: Figure 3
