PROBLEM TO BE SOLVED: To provide an operation plan creation device capable of reducing energy costs while reducing primary energy consumption of an energy supply device, and an operation plan creation method and a program.SOLUTION: An operation plan creation device comprises: a consumption calculation part: a cost calculation part; and an operation plan creation part. The consumption calculation part calculates net primary energy consumption by an object having an energy supply device for supplying energy to a load. The cost calculation part calculates energy costs required for the energy supply device to generate energy. The operation plan creation part creates an operation plan of the energy supply device to achieve a target for the primary energy consumption aiming that the primary energy consumption becomes a value in a predetermined range, and then to achieve a target for the energy costs aiming at reduction of the energy costs on the basis of the primary energy consumption and the energy costs.SELECTED DRAWING: Figure 2
