PROBLEM TO BE SOLVED: To provide a character input device configured to improve operability of a user for character input, while securing an advertising space during character input, a character input method, and a program.SOLUTION: A character input device includes: an input processing unit 11 which receives and processes an operation in a character selection area on a touch panel, and outputs position information indicating a position of the operation; a database 13 which holds tables representing a character group to be selected in each of a plurality of areas formed by dividing the character selection area; a character specification processing unit 12 which specifies one of the areas and selects a table corresponding to the specified area from the database 13 when first operation is performed in the character selection area, and specifies one of the areas and specifies a character in reference to the selected table when second operation is performed; and a display control unit 14.SELECTED DRAWING: Figure 1
