Screws 21 of a twin-screw extruder 20 contrived in their shapes, the fuel manufacturing apparatus 1 causes steam S to be ejected through a first exhaust port 24, causes flammable gas G1 to be ejected through a second exhaust port 25, causes flammable gas G2 to be ejected through a third exhaust port 26, and affords carbonized fuel F through an outlet port 27.
