PROBLEM TO BE SOLVED: To provide a management server and management method that make it possible to stabilize a power system by transmitting a power instruction message.SOLUTION: A power management system includes a management server 20 comprising: a communication unit 21 for transmitting a power instruction message on suppression of an amount of power supplied from the power system, a power flow amount, or an amount of power supplied to the power system, a reverse power flow amount, to a communication facility including a power supply facility; and a control unit 22 for performing scheduling on transmission of the power instruction message on the basis of the magnitude of a load affecting operation of the communication facility. The communication facility, an exchange station or a base station is provided on a communication channel network and controls communication performed using the communication channel network.SELECTED DRAWING: Figure 3
