PROBLEM TO BE SOLVED: To optimize an arrangement of a movable hydrogen station while taking a movement of a user of a vehicle such as FCV into account.SOLUTION: An arrangement plan creation methold for a movable hydrogen station 22 is a method for creating an arrangement plan of the movable hydrogen station 22 within a zone 100 including multiple areas α1 to α100. The method includes: a first step for calculating a predictive hydrogen demand quantity HD in each of the areas at a predetermined time P; and a second step for determining an area to arrange the movable hydrogen station 22 therein and a time zone to arrange the movable hydrogen station in the area on the basis of the predicted hydrogen demand quantity HD for each of the areas.SELECTED DRAWING: Figure 5
