PROBLEM TO BE SOLVED: To make it possible to reduce the number of workers required for installing an imaging apparatus used for monitoring.SOLUTION: A server 3 includes: a captured image acquisition unit 331 that acquires an entire area captured image of a region that can be captured by an image capturing apparatus 1; an instruction receiving unit 332 that receives an instruction of a monitoring target position in the entire area captured image acquired by the captured image acquisition unit 331; a storage unit 32 for storing a position of the pixel included in the entire area captured image and control information in which a horizontal position and a vertical position of the image capturing apparatus 1 are associated with each other; and a photographing control unit 333 for controlling the imaging area of the image capturing apparatus 1 by specifying a position in the horizontal direction and a position in the vertical direction of the image capturing apparatus 1 corresponding to the monitoring target position on the basis of the control information stored in the storage unit 32, in order to capture the monitoring target position indicated by the instruction accepted by the instruction receiving unit 332.SELECTED DRAWING: Figure 3
