To provide an electronic watermarking device and method that extract watermark information from an image obtained by reading a print image or a display image by a scanner or a camera, can increase the amount of information to be embedded, and can stably extract information with high reliability.SOLUTION: An image is divided into blocks, and a dot pattern showing a characteristic that the spectral intensity is reduced in the low frequency region of the spatial frequency is embedded in each of the blocks as watermark information.
